Higher education institutions in North Rhine-Westphalia are now making it possible to measure the success of their climate protection efforts. Today (17 April 2026), 14 universities and 16 universities of applied sciences, together with the state government, presented their first joint report on their CO₂ emissions. The report shows that climate protection efforts are having an impact: between 2019 and 2021, emissions from electricity consumption fell by 28 per cent thanks to the use of green electricity. In total, the 30 public higher education institutions in North Rhine-Westphalia emitted around 441,000 tonnes of CO₂ equivalents in 2021 – roughly the same as a town with 40,000 inhabitants. The joint greenhouse gas inventory, compiled according to uniform standards, stems from an initiative by the state government. Annual monitoring is planned for the future. The inventories for 2022 and 2023 are already in progress. Mona Neubaur, Minister for Economic Affairs and Climate Protection, said: “With this joint CO₂ assessment, our universities are making climate protection systematically measurable for the first time – transparently, based on data and through joint action. This will strengthen targeted measures. High-performing universities are a key location factor and a central driver of innovation, competitiveness and a future-proof research hub in North Rhine-Westphalia.” Minister for Science Brandes: “Research is the best form of climate protection. Our universities are training the researchers of tomorrow, who will develop ways in which we can protect the climate even more effectively. At the same time, our universities are already making great efforts to reduce greenhouse gas emissions, as the data in the carbon footprint report impressively demonstrates. This transparency is essential for individual universities to now develop their own measures for greater energy efficiency. This first uniform and standardised GHG inventory is also a reflection of the high level of commitment within the higher education institutions and the good cooperation with the ministries involved. We look forward to continuing our collaboration on the path to climate neutrality and are ready to take on the challenge of meeting the high standards required for a climate-neutral campus.” Further key findings from the greenhouse gas inventory: The vast majority of emissions are attributable to the energy consumption of the buildings. Heating and electricity supply each account for half of this. Between 2019 and 2021, the number of electric vehicles rose by 32 per cent. As a result, around 14 per cent of the vehicles in the fleets were battery-electric as early as 2021. Compared with the base year of 2019, greenhouse gas emissions remained largely constant in 2021. Meaningful trends are only expected to emerge with further years of data. Thanks to the greenhouse gas inventory, numerous higher education institutions now have a structured overview of their emissions for the first time, enabling them to draw up action plans and implement measures. This puts them in a position to fulfil their legally mandated role as role models. The state government supports the higher education institutions in this endeavour. North Rhine-Westphalia is one of the first federal states in which all universities and universities of applied sciences have jointly compiled and published annual greenhouse gas inventories in accordance with uniform standards.
